Programming and Implementation of Financial Instruments in Practice

Our latest and most innovative format Study Visit is designed to share expertise between bodies that manage EU funding. It combines intensive trainings with very practical on-the-spot project visits so you can see and analyse various projects co-financed from EU Funds.

We help managing authorities exchange knowledge, good practice and practical solutions to concrete problems thus improving their administrative capacity and ensuring better results for the EU investments.

With the Study Visit, FI stakeholders now have a new tool to share and explore information.

Overview & Methodology

The Study Visit offers a useful toolbox for successful projects and the implementation of Financial Instruments. It combines intensive trainings with practical on-the-spot projects. During this 3 day study visit you can see the projects co-financed from EU Funds that are implemented in three different regional areas: Warsaw, Poznan and the “Tricity” – Gdańsk, Gdynia and Sopot.

Become acquainted with the development of FIs and their functioning in the current programming period, as well as the upcoming budget. Besides training lessons, the participants will have the opportunity to visit leading civil institutions and innovative projects in the three most important Polish regions.

The Study Visit will be prepared and conducted with Mr. Marek Szczepanski, one of the leading FI-specialists in Europe. You will further on meet with experts from financing institutes, development agency and representatives from regional authorities.

During the presentation managers from Bank Gospodarstwa Krajowego (BGK) – state owned development bank acting as Holding Fund / Fund of Fund Manager and financial intermediary, will cover the following topics:

  • role of BGK in implementation of financial instruments in 2017-2013 and 2014-2020 financial perspectives
  • set–up and implementation of different financial instruments / products
  • selection of financial intermediaries and methods of cooperation with these institutions
  • practical observation on programing and implementation of instruments for urban revitalisation and development (JESSICA)
  • re-use of resources allocated for financial instruments – first cases
Bank Gospodarstwa Krajowego (BGK): the state development bank. In 2007-2013 financial perspective BGK acted as the Holding Fund Manager for 7 JEREMIE schemes, Financial Intermediary (Urban Development Fund) for 3 JESSICA schemes and Holding Fund Manager for pilot scheme for social enterprises support. In current perspective BGK is the key player in financial instruments, acting as Fund of Fund Manager (in national and regional operational programmes), and as body implementing portfolio guarantee schemes.
