This specialised workshop connects the full lifecycle of European defence deals – from procurement strategy and intra-EU transfers to exports, sanctions, and funding. Day 1’s focus is centered around defence procurement and transfers; that means unpacking the scope of Article 346 TFEU, offset consideration, and even third-country participation in EU defence deals. Day 2 compliments the previous day by focusing on export controls – covering dual-use and other council regulations – and funding instruments, especially the proposed Euro Competitiveness Fund .
Participants will learn how EU legal frameworks, including the politically binding EU Common Position on Arms Exports and the EU Dual-Use Regulation, are applied in practice. Additionally, participants will examine, as deman increases, which EU regulations foster defence readiness in the form of ensuring greater secrutiy of supply, incentives for Member Stes to buy together, and the allocation of funding for R&D.
Participants receive a certificate upon participation.
