Massimo Merola
Partner at BonelliErede, Brussels & Professor of Public Competition Law at the College of Europe, Bruges
Massimo Merola is the managing partner of the Brussels office of BonelliErede law firm and is the scientific director of the firm’s European Law group, where he oversees a broad regulatory practice specializing in EU law. He is widely recognized as one of the leading experts in State aid law and is in the forefront as regards Foreign Subsidies’ control. In the broader context of EU law, his practice focuses on foreign direct investments, customs law, regulation of network industries, internal market rules, trade, EU funding, etc. He has a long and extensive experience as a litigator before the EU Courts.
He has been a professor of public competition law for over thirty years at the College of Europe, Bruges. He is also a lecturer on public competition procedure and litigation at Paris II Panthéon-Assas since 2018.
A prolific author of scientific publications, Massimo Merola published two monographies (the last one from Wolters Kluwer in 2025 titled “Remedies in Public Competition Law – Reasons and Scope for Reform”) and dozens of contributions to journals and collective works; he also edited several collective books (mainly containing the proceedings of annual conferences organised by the Global Competition Law Centre, the College of Europe’s research centre in competition law and economics, which he chaired for more than 12 years).
Massimo Merola holds a PhD from the Université Libre de Bruxelles and an LLM from the College of Europe (1987), with high distinction.
