Anthony Whelan

Anthony Whelan is a barrister. He has been a lecturer in public law at Trinity College Dublin, followed by a number of years as legal secretary in the chambers of an Advocate General at the European Court of Justice. He was subsequently a member of the Legal Service of the European Commission. He was head of the cabinet (private office) of EU Commissioner Neelie Kroes when she was commissioner for competition, and later when she became commissioner for the Digital Agenda. In 2014, Anthony was appointed Director for Electronic Communications Networks & Services in the Commission’s digital technology department (DG CONNECT). From 2019 until 2025, he was Digital Adviser and more recently acting Economic Adviser, to Commission President Ursula von der Leyen. He is now Deputy Director-General for State Aid at the Directorate-General for Competition Policy (DG COMP).
