Dr. Brian Hobbs

Dr. Brian Hobbs is the author of US Defense Industry Offsets: The Presidential Exception for National Security (2026) and holds a PhD from Virginia Tech, where his doctoral research specialized in defense industry offsets, U.S. “hands off” offset policy, and the presidential exception for national security. His work examines offsets at the intersection of arms exports, industrial cooperation, domestic politics, foreign policy, national security, and defense-industrial strategy.
A retired U.S. Air Force officer, Dr. Hobbs taught at the U.S. Air Force Academy and the Korea Air Force Academy, and managed Foreign Military Sales cases at U.S. Air Force International Affairs. Since leaving the military, he has worked in security cooperation roles with the Defense Security Cooperation Agency, the Defense Security Cooperation University, the F-35 Joint Program Office, and in private industry for BAE Systems.
For Lexxion, Dr. Hobbs brings an American policy and security cooperation perspective to legal and procurement debates involving offsets, reciprocal defense procurement, Buy American rules, SAFE, allied industrial participation, and third-market competition.
