Dr. Julien Malizard

Julien Malizard is the director of the Defence Economics Chair at the French Institut des hautes études de défense nationale (IHEDN). He holds a PhD in Economics and was awarded the IHEDN Thesis Prize in 2011. His doctoral research was supported by a grant from the French Defence Procurement Agency (DGA).
Dr. Malizard’s research primarily focuses on defence budgetary policies, the economic impact of defence spending, arms exports, and procurement strategies within the European context. He served as guest editor for the 2019 special issue of Defence and Peace Economics devoted to French defence challenges. He has authored more than 50 scholarly contributions, including 23 peer-reviewed journal articles, and has delivered presentations at over 100 conferences, workshops, and academic seminars. He is regularly consulted by public and private decision-makers to contribute to policy discussions on the defence industrial base in France and Europe.
His recent publications include the article “The Influence of Strategic Procurement on the Performance of the European Naval Defense Industry,” co-authored with Josselin Droff and Jade Guiberteau-Ricard, and published in Defence and Peace Economics.
In parallel with his research activities, Dr. Malizard lectures on defence economics at several leading French universities, including Côte d’Azur University, Jean Moulin Lyon 3 University and Paris 1 Panthéon-Sorbonne University.
