Michael Burnett

Michael Burnett’s public procurement expertise includes procurement audit, complex procurements using Competitive Dialogue and the Competitive Procedure with Negotiation, contract management, and the use of Public-Private Partnerships (PPP) and concession contracts.

He has been a member of OECD’s Infrastructure/PPP Senior Officials Group since 2012 and was for six years a member of the European Commission Stakeholder Expert Group on Public Procurement,

He is currently a member of the OECD’s Auditors Alliance, most recently (Spring 2021) contributing a video to their strategic foresight platform on how audit oversight and scrutiny committees can contribute to the quality of public sector audit. He also contributed an article on audit scrutiny and oversight for the European Court of Auditors journal in 2021.

He was formerly responsible for the scrutiny and oversight of auditors as a former Chair of a London Borough Council’s Audit Panel.

He has been a member of the European Procurement and PPP Law Review’s Editorial Board since 2007, publishing widely on public procurement issues. He is the author of “PPP – A decision maker’s guide” (2007) and (with Martin Oder) “Competitive Dialogue and Negotiated Procedures – A practical guide” (1st edition 2010, 2nd edition, 2015).

His most recent book is “Public Sector Procurement Audit – A Practical Guide” (with Peter Braun) was published by EIPA in 2020.
