Spyros Panagopoulos is an international procurement lawyer and expert with over 25 years of experience working with public institutions and international organisations on complex procurement, contracts, and PPPs. Since 2015 he is Principal Procurement Expert and Environmental Representative at the European Central Bank (ECB). Spyros supports senior decision-makers in delivering high-value projects and navigating challenging transactions, by leveraging on his blend of legal and procurement expertise, practical judgement, and hands-on experience. He actively promotes sustainability and innovation and drives transformation and digitation of procurement and contract and vendor management. Alongside his institutional role, Spyros has worked on international procurement and PPP reforms with organisations such as the European Commission, OECD/SIGMA, UNCITRAL, and EBRD. He is a published author and regular speaker and contributor to international procurement research and training activities.
