As Europe intensifies its pursuit of digital sovereignty, the 2025 EStALI Seminar will focus on the crucial role of EU State aid rules in supporting strategic autonomy across key technology sectors. This year’s event brings together legal experts, policymakers, and practitioners to examine how public support mechanisms, particularly Important Projects of Common European Interest (IPCEIs), are shaping the EU’s approach to semiconductors, cloud computing, and artificial intelligence.

Participants will explore the legal framework for State aid in the context of accelerating technological transformation, addressing both the opportunities and constraints involved in designing aid measures that comply with EU rules while advancing strategic goals. With a strong emphasis on practical application, the seminar will offer in-depth analysis of current IPCEIs, including those under the European Chips Act and the cloud infrastructure initiative, and assess their effectiveness in enhancing Europe’s competitiveness and resilience.

The final sessions will look ahead to the future of State aid in the digital sector, including funding mechanisms for AI and the broader policy implications for sustaining strategic autonomy. Through its interactive, small-group format and a faculty of leading experts, the EStALI Seminar continues to provide a unique platform for critical debate and insight into the evolving role of State aid in the EU’s digital agenda.
