Emma O’Connell is a Legal Procurement Consultant at Corvers Commercial & Legal Affairs, specialising in defence and security innovation procurement. She advises on EU procurement frameworks at the intersection of innovation procurement, AI governance, defence and security. Her expertise includes EU-funded Pre-Commercial Procurement projects for security and first-responder capabilities, as well as advising public buyers and ministries on compliance in demanding operational contexts. With a background in Globalisation and Law, specialising in international trade and investment law, she combines academic research with legal consultancy. She also contributes to CAIDP’s G20 and UN/UNESCO expert subgroups, supporting rights-based AI governance policy work on transparency, human oversight, public sector accountability and emerging international frameworks. Through publications and international speaking engagements—including as an Industry Leader at the World AI Cannes Festival 2025—she advances innovation procurement, responsible AI governance and Europe’s defence technological and industrial base.
