Lorenza Odoardi

Junior Policy Analyst, t33 Sound Policy

Lorenza Odoardi is a junior policy analyst at t33 Srl. She contributes to research and evaluation studies related to EU cohesion policy and the implementation of European structural and investment funds. 

She has contributed to several studies commissioned by EU institutions, including the European Commission, the European Parliament and the European Committee of the Regions. In particular, her work has focused on the ex-post evaluation of crisis response instruments under Cohesion Policy, as well as on the use of ERDF and Cohesion Fund indicators within performance-based funding systems. 

Lorenza also contributed to the European Committee of the Regions’ study, ‘How EU public procurement rules affect regions and cities’, which examined the influence of EU procurement legislation on the capacity of local and regional authorities to pursue strategic objectives such as SME participation, green procurement, and digitalisation. To this end, she conducted stakeholder consultations with local and regional authorities to identify the primary challenges in applying EU procurement rules and derive lessons learned and policy insights for improving the legal framework. 

This work is closely connected to her role in the company’s bid office, where she contributes to preparing proposals for EU institutional tenders. Her responsibilities include analysing and preparing procurement documentation, combining policy analysis with practical experience in EU public procurement procedures. 

She has also contributed to the study Management and control structures for ERDF programmes in Member States that have acceded to the Union since 2004, commissioned by the European Parliament’s Directorate-General for Budgetary Affairs, analysing governance arrangements, audit practices and administrative capacity across programming periods. As part of this study, she analysed irregularities and fraud, compiling and assessing ERDF fraud data across Member States to examine detection patterns and the effectiveness of national anti-fraud frameworks. 

She holds a Master’s degree in Global Politics and International Relations from the University of Macerata, as well as an Executive Master’s in Leadership for International Relations and Made in Italy, awarded by the Fondazione Italia USA. She was selected as one of the best graduates in Italy by the foundation.
