Raffaele Cenci

Raffaele Cenci is a qualified lawyer with experience in competition, State aid and regulation of network industries. He holds an LL.M. from K.U. Leuven (2013-2014) with majors in European Economic Law and European Financial Law and a law degree from the University of Bologna (2008-2013). He has been working as a Legal Officer in the EFTA Surveillance Authority’s Competition and State Aid Directorate since September 2022, where he investigates State aid cases in various sectors (including environment, transport, telecoms, and others) as well as notifications of draft regulatory measures from telecoms regulators in the EEA EFTA States. From May 2020 to August 2022, he worked in the unit responsible for State aid in transport at the European Commission’s DG Competition, where among other things he handled several cases concerning COVID-19 support in rail and aviation and contributed to State aid policy in those sectors. Between May 2017 and April 2020, he was responsible for handling notifications from EU telecoms regulators and for developing telecoms policy in the Commission’s DG Connect. Prior to working at the Commission, he was a legal consultant in the Antitrust, Competition and Trade department of Freshfields Bruckhaus Deringer LLP in Brussels and Milan.
