Leon acts for his clients as strategic point of contact in case legal matters arise. He represented his clients in a wide variety of projects as well as in national and international legal proceedings before supervisory bodies, national courts and the European Court of Justice (ECJ). Leon is an enthusiastic and engaged lawyer, known and praised for his sharp legal view and pragmatic approach.
Leon has advised many clients in the field of economic market regulation, administrative penalties, market surveillance and enforcement by government regulatory bodies, damage claims due to abuse of a dominant market position, government issued licenses, regulation of property, privacy, regulation of tariffs and access to regulated markets or networks. Leon frequently publishes within his field of law and is lecturer Public Access to Government Information at several legal education providers, as well as lecturer Administrative Law at the Law Firm School, a post-graduation joint law school for trainee lawyers, initiated by a number of international and Dutch top-tier law firms.
Prior to establishing WinthagenMensink, Leon worked for more than ten years in the competition & regulated markets branch at the Amsterdam office of the international law firm Allen & Overy LLP.
