Ioan Baciu

Mr. Baciu is a leading Romanian lawyer with extensive experience advising major foreign investors and international institutions on projects at the intersection of regulation, competition, and business strategy. His expertise covers public procurement, sustainable development, cybersecurity, data protection, intellectual property, e-commerce, consumer rights, health and pharma, food law, real estate, and capital markets.
He has served as a trusted adviser to the European Commission, including as a member of its stakeholder expert group on public procurement (2013–2018), co-opted expert for Cohesion Policy and regional development (2017), and since 2022, on the EU’s official list of top procurement experts. He has contributed to major EU projects and to national policies promoting gender equality and the integration of disadvantaged groups.
Mr. Baciu holds a PhD in Law from both the University of Turin and Babeș-Bolyai University, with award-winning research on the role of public procurement in advancing social policy goals. He is an active member of leading international research organizations, a frequent lecturer at global conferences, and a contributor to legal journals, including as country correspondent for the European Procurement & PPP Law Review.
