EStALI Alpine Summit on EU State Aid Criteria - Pictures Events 2023 21

This high-level seminar provides an in-depth forum for academics, practitioners, authorities and policymakers to explore the evolving legal, economic and policy framework governing State aid – with a particular focus on the current status of interpretation and application of the State aid criteria. Designed for experienced participants, the programme goes beyond introductory coverage and engages with recent case law, Commission practices, and broader debates.

The seminar will examine both the conceptual underpinnings and the practical application of the State aid criteria – especially with resepct to:

  • Economic advantage
  • Notion of undertaking
  • State resources and Imputability
  • Selectivity
  • Distortion of competition
  • Affectation of trade between Member States

Special attention will be devoted to the original interpretation of these criteria and their evolution through the case law. By combining analytical perspectives with hands-on discussion, the seminar aims not only to deepen participants’ understanding of the State aid criteria, but also to foster dialogue and the sharing of experience on best practices and methodologies. This will be effictively overseen by the seminar’s accomplished and selectively chosen panel:

The seminar will also initiate a joint writing project between the participants, where each team explores one of the criteria and ultimately composes a review of its evolution and current state of the law. The resulting articles and notes will be developed and published in the European State Aid Law Quarterly.

Methodology
