State Aid Requirements for ESI Funds

As the State aid legal framework offers possibilities to ensure compatibility of State aid, one of the main challenges of ESIF managers is to ensure that expenditures are spent in compliance with EU and national State aid rules. For that reason, recent decisions, changes caused by Covid-19 and national experiences will be included next to a thorough introduction to the State aid requirements. Furthermore, by joining our workshop, you will have the possibility to exchange views with experts from EU institutions, Member States as well as the private sector. The different perspectives of our well-experienced speakers will support to apply the complex rules to real cases.

Who should participate?

Experts on ERDF, ESF, CF, EAFRD and EMFF implementing the running Operational Programme and working on the programmes for the programming period 2014 – 2020 in Managing Authorities, Intermediate Bodies, Certifying Authorities, Audit Authorities

EU funds experts responsible for the assessment of the funding scheme containing State aid from public authorities such as National ministries implementing and managing Structural Funds, Regional and local governments, City councils, National and Regional Development Agencies, Research institutes

Beneficiaries of Structural Funds, in particular from sectors such as Infrastructure, Transport, Research & Development, Urban Development, Environment, Training, Services of General Economic Interest

State aid experts from State Aid Monitoring Offices; Ministries of Regional Development, Economy, Infrastructure, Transport, Environment, Agriculture, Research, Finance and Social Services; Regional governments, communities and city councils acting as granting authorities; Lawyers and consultants specialised in public affairs.

Methodology

A Lexxion Training provides you with a comprehensive overview of the current State aid control system in different sectors. Presentations, practical exercises and group work will enable you to apply the guidelines in the respective sector in practice.

This training will be conducted by renowned experts from EU and Member States’ institutions, as well as leading law firms and consultancies.

Our training method combines the three stages of learning to ensure that participants obtain the best possible understanding of EU rules:

  1. Identification of the main points or principles,
  2. Appreciation of the complexities and limitation of the principles,
  3. Application of the rules and principles.

Participants will be actively involved in the course. The sessions will combine presentations, case studies and discussion on practical issues. You will have ample opportunities to present your own issues and discuss them with the speakers and participants from other Member States.

Online Course

During the online course by Lexxion Publisher all speakers present live via video and audio. Participants are actively involved in the online courses. By offering our participants the possibility to use their microphones and cameras during the whole course, we aim to recreate the atmosphere of a face-to-face Lexxion course. We encourage our participants to ask questions in real time and to take part in live discussions with speakers and other participants. Additionally, we offer breakout sessions, as part of this format, where participants work in smaller groups on real-life cases and exercises. During these exercises, participants have the technical possibility to see other group members and talk to them (using microphone and camera). Moreover, we make use of different interactive features of the online platform, such as polls, multiple choice questions and quizzes. This way participants can test their knowledge on the topic, anonymously. There are ample opportunities for the participants to present their own problematic issues, discuss and solve them with the speakers and participants from other Member States.
