The Summer Course on EU State Aid: Principles, Exemptions and Guidelines by Lexxion Publisher is an intensive four-day legal training program designed to provide public officials, legal practitioners, compliance officers, and economic advisors with a comprehensive practical toolbox for EU State Aid control.

Taught by experts from EU institutions, national authorities, leading law firms, and academia, this course bridges primary EU competition law with practical application across various economic sectors.

Core Focus Areas & Key Topics Covered:

  • Art. 107 TFEU & Notion of State Aid: Defining state resources, distinguishing economic vs. non-economic activities, and determining selectivity, advantage, and distortion of trade.
  • General Block Exemption Regulation (GBER): Applying safe harbors, calculating thresholds, and navigating common and specific exemption provisions to grant lawful aid without prior notification.
  • Compatibility Assessment & Funding Gaps: Evaluating market failures, incentive effects, proportionality, and the funding gap methodology required for Commission approval.
  • Procedures, Notification & Recovery: Handling procedural rules under Regulation (EU) 2015/1589, managing formal investigation procedures, and executing recovery orders for unlawful aid.Sectoral Guidelines & Applications: Applying rules to climate, energy, and environmental protection (CEEAG), R&D&I framework, regional aid, and public infrastructure projects.

Just send us your cases and questions in advance! We will forward them to our speakers, who will include your issues in the discussion. All relevant information will be treated confidentially.
